Proposed Legislation for Public Safety: Restoring the rule of law, ensuring certainty of punishment, and establishing order in public spaces.

Criminal Justice and Public Order Reconstitution Bill
A BILL TO reform sentencing for violent and repeat offenders; to establish Urban Security Zones; to mandate productive labour for prisoners; to create a specialised Anti-Corruption Court for public officials; to reform defamation law; and for connected purposes.
BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—
Part 1: Sentencing & Policing Reform

Statutory Sentencing Floors
(1) The discretion of the judiciary to suspend sentences for violent crimes, knife possession, and sexual offences is hereby abolished.
(2) A "Third Strike" rule applies to burglary and robbery; a third conviction carries a mandatory custodial minimum of 7 years.

Urban Security Zones
(1) The Home Secretary may designate "Urban Security Zones" in high-density economic districts.
(2) In such zones, Police have enhanced powers of stop-and-search for weapons and may issue immediate exclusion orders for anti-social behaviour.
(3) Zero-tolerance enforcement is mandated for begging, public intoxication, and vandalism within these zones.
Part 2: The Prison Labour System

Mandatory Productive Activity
(1) All able-bodied custodial prisoners must engage in 40 hours of productive labour or educational training per week.
(2) The National Prison Industries Service is established to manage manufacturing for state infrastructure (signage, textiles, furniture).

Victim Restitution
(1) 40% of the value generated by a prisoner's labour is deducted at source.
(2) These funds are paid directly into a Victim Compensation Fund or, where applicable, as direct restitution to the victim of the specific crime.
Part 3: Institutional Integrity

The Anti-Corruption Court
(1) A specialised Division of the High Court is established to try offences of Misconduct in Public Office, Bribery, and Procurement Fraud.
(2) Cases involving defendants of Senior Civil Service rank, MPs, or directors of government contractors must be heard within 60 days of charging.

Defamation Reform
(1) The "Serious Harm" threshold in the Defamation Act 2013 is raised.
(2) Strategic Lawsuits Against Public Participation (SLAPPs) targeting investigative journalism or scientific research are subject to immediate dismissal and punitive cost orders.
Part 4: Final Provisions

Commencement
(1) Part 1 comes into force 30 days after Royal Assent.
(2) Part 2 comes into force 12 months after Royal Assent to allow for industrial retrofitting of the prison estate.

Short Title
This Act may be cited as the Criminal Justice and Public Order Reconstitution Act 2026.
