Proposed Legislation for Energy Dominance: Mandating a surplus capacity to displace hostile foreign supply from the European market.

Strategic Energy Sovereignty and Infrastructure Bill
A BILL TO mandate the expansion of nuclear generation capacity to 150% of domestic need; to
create a unified licensing authority; to impose statutory grid connection deadlines; and to
establish the United Kingdom as the primary guarantor of Western European energy security,
displacing reliance on hostile state actors.
BE IT ENACTED by the King's most Excellent Majesty, by and with the advice and consent of the Lords
Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of
the same, as follows:—
Part 1: The Nuclear Renaissance

Mandate for Export Capacity
(1) It shall be the primary duty of the Secretary of State to ensure that by 2040, the UK's
baseload generation capacity exceeds domestic peak demand by 50%.
(2) This surplus is strategically designated for export to the European Union market via
high-voltage direct current (HVDC) interconnectors, to displace hydrocarbon imports from the
Russian Federation and other high-risk jurisdictions.

Authorisation of Fleet Expansion
To achieve the geopolitical objectives in Section 1, the government is authorised to commission:
(a)A fleet of Small Modular
Reactors (SMRs) with expedited siting approval; and
(b) Four additional
gigawatt-scale generating stations beyond Hinkley Point C and Sizewell C.

The One-Stop Licensing Authority
(1) The regulatory functions regarding nuclear sites are consolidated into the National Nuclear Authorisation Agency.
(2) This Agency must issue a final decision on design acceptance and site licensing within 24
months of application.
Part 2: Strategic Continental Interconnection

The Continental Link Mandate
(1) The National Grid shall prioritise the construction of new HVDC interconnectors to France,
the Netherlands, Belgium, and Germany.
(2) These links are designated as Sovereign Export
Channels.

European Security Partnerships
(1) The Secretary of State is authorised to enter into long-term, fixed-price energy supply
treaties with European allies.
(2) Such treaties shall be conditional upon the recipient nation reducing its importation of
energy from nations designated as 'Hostile State Actors' by the UK National Security Council.
Part 3: Grid & Resilience

Statutory Grid Connection Deadlines
(1) The National Grid ESO is placed under a statutory obligation to connect approved generation
projects within 36 months.
(2) Failure to meet this deadline shall render the Grid operator liable for penalties.

Overhead Line Acceleration
(1) Strategic National Corridors for transmission shall act as Permitted Development.
(2) Compensation for landowners is increased to 300% of market value to ensure rapid settlement.
Part 4: Final Provisions

Commencement
This Act comes into force on the day on which it is passed.

Short Title
This Act may be cited as the Strategic Energy Sovereignty Act 2026.
